Mild temperatures well into January '07 prevented ice from forming on Lake Ontario. With no ice cover, the bitter cold winds of February brought staggering amounts of lake-effect snow to communities downwind. Oswego County bore the brunt of the onslaught where reports of 7-12 feet of snow fell.
